
Office Definitions and Duties of Elected Officers
- The Speaker's duties are those commonly assigned to a chairman or president of an organization. The Speaker will preside at all meetings of the TSHL and of the Executive Committee.
- The Speaker is an ex-officio member of all committees and chairman of none, except when so approved by the Executive Committee.
- Ad hoc committee members are appointed by the Speaker as need is determined and approved by the Executive Committee.
- This officer shalll perform the duties of the Speaker when the Speaker is absent or at the Speaker’s request.
- The Speaker Pro Tem is an ex-officio member of all committees and chairman of none except when so approved by the Executive Committee.
- The duties of the Deputy Speaker Pro Tem are identical to those of the Speaker Pro Tem.
- The Deputy Speaker Pro Tem is an ex-officio member of all committees and chairman of none except when so approved by the Executive Committee.
- The Deputy Speaker Pro Tem will coordinate the fundraising activities of the Texas Silver-Haired Legislature.
- This officer is the designated Secretary of the TSHL and shall:
- keep the official minutes of all TSHL sessions and of the meetings of the Executive Committee;
- be custodian of the TSHL records with the exception of the financial records;
- see that all notices are given in accordance with these Bylaws;
- be responsible for transmitting, receiving, and certifying ballots in the event that a mail or e-mail vote is approved and ordered by the Executive Committee;
- notify the appropriate AAA Planning and Service Area whenever a TSHL member resigns or is otherwise removed from the TSHL roster;
- perform all the duties of the office of Secretary and such other duties as the Speaker or the Executive Committee may assign from time to time.
- The minutes, record, and documents shall be kept on file at a place recommended by the Secretary and approved by the Finance Committee, and passed on to the succeeding Secretary.
- In the absence of the Speaker, the Speaker Pro Tem and the Deputy Speaker Pro Tem at any authorized meeting, the Secretary shall serve as moderator until a temporary Speaker is elected.
- The Comptroller is responsible for all financial records of the TSHL, and shall be bonded.
- The Comptroller shall make financial reports at each regular Finance Committee meeting and the orientation, legislative, and general sessions.
- The Comptroller shall serve as liaison between the TSHL and the TSHLF Board of Directors.
- The Comptroller, with the approval of the Executive Committee, may establish a bank account for his convenience in depositing any funds the TSHL may receive and for reimbursement of requests for payment of expenses incurred by the TSHL.
